The Chairman of the Oyo State Road Traffic Management Authority (OYRTMA), Major Adekoya Adesagba (Rtd), has warned officers of the agency against collecting bribes from motorists, Okada riders and tricycle operators while on duty.

Adesagba gave the warning while addressing officers of the agency on Monday at Headquarter Secretariat ibadan,urging them to conduct themselves professionally and avoid any act capable of tarnishing the image of OYRTMA.

He said the agency had received allegations from some road users, including commercial motorcyclists, tricycle operators and drivers, accusing some traffic officers of collecting money from offenders.

According to him, any officer found guilty of such misconduct would face the full consequences of the law.

The Chairman said the allegations were one of the reasons he had continued to remind officers that “all eyes are on them”, stressing that they must be careful and be professional in the discharge of their duties.

The Chairman, however, urged officers not to allow any allegations to arise in the first place, advising them to maintain high standards discipline, integrity and professionalism at all times.

He further cautioned officers against being rude or disrespectful to motorists, drivers and other road users, stressing that they should be civil and enforcement should be carried out with firmness and courtesy.

Adesagba also warned officers to be particularly careful during the political season, saying they should not allow anyone to exploit their misconduct or bad attitude to create unnecessary problems for the agency or the state.

He therefore directed all zonal commanders to take the message to the officers serving under them and ensure that the directives were communicated to every station.

The OYRTMA Chairman reiterated that officers were expected to protect the image of the agency by demonstrating discipline, accountability and respect for members of the public while carrying out their statutory responsibilities.

The National Drug Law Enforcement Agency (NDLEA), Oyo State Command, in collaboration with the Oyo State Road Traffic Management Authority (OYRTMA), has organised a one-day sensitization programme for officers on the dangers and consequences of drug abuse and the use of other dangerous substances.

The programme, held at the Water Conference Hall, Secretariat, Agodi, Ibadan, focused on the effects of substance abuse on individuals, road safety, the economy and the wider community.

In his opening remarks, the Chairman of OYRTMA, Maj. ADESAGBA ADEKOYA (Rtd.), emphasised the importance of the sensitization programme, recalling his previous experience working with the NDLEA during his military career to combat drug abuse among personnel.

He noted that the exercise produced positive results at the time, urging OYRTMA personnel to take the current programme seriously and apply the knowledge gained to their duties.

The Chairman stressed that road traffic officers have a critical responsibility to protect lives and property and must therefore remain physically and mentally fit to effectively discharge their duties.

Speaking on behalf of the NDLEA team, Superintendent of Narcotics Achichi, who led the delegation, explained that the purpose of the visit was not only to sensitise OYRTMA personnel but also to identify with the Authority and understand areas where both agencies could collaborate to address drug-related challenges.

He explained that the NDLEA is also involved in helping people who are struggling with substance abuse. He said the agency conducts tests where necessary to understand the situation and determine the appropriate intervention.

He added that the NDLEA is available to help individuals overcome drug dependence and, where rehabilitation is required, ensure that the necessary rehabilitation support is provided.

He encouraged OYRTMA personnel to see the NDLEA as a partner that is ready to provide guidance, support and intervention in matters relating to drug abuse.

The lecture was delivered by Assistant Superintendent of Narcotics Peter Akinbode, accompanied by ASN Ade Peter Balogun, representing the Narcotics Command, Oyo State, under the leadership of Commander Oluwarotimi Adetula, CN, Commander of Narcotics, Oyo State Command.

Speaking on the dangers of drug abuse, ASN Akinbode explained that a drug is any chemical substance introduced into the body that can alter the way a person feels, thinks or behaves.

He explained that drug abuse occurs when drugs are used in a harmful or inappropriate manner, including using drugs when they are not necessary, taking excessive doses, or using drugs in ways that are not recommended.

He also warned against the abuse of prohibited and dangerous substances, including tramadol and other illicit substances, stressing that the use of such substances can have serious consequences for individuals and society.

The lecturer identified three major categories of drugs based on their effects on the brain: stimulants, depressants and hallucinogens.

According to him, stimulants increase the activity of the brain and nervous system, while depressants slow down brain functions, which may result in delayed responses and reduced alertness. Hallucinogens, on the other hand, can affect a person’s senses and perception and may lead to confusion, aggression and hallucinations.

ASN Akinbode further identified peer influence, negative experiences, stress, fatigue and parental influence among the factors that could encourage people to engage in substance abuse.

He emphasised that the effects of drug abuse extend beyond the individual, affecting families, the economy and the wider community.

He noted that a driver operating a vehicle under the influence of drugs may experience impaired concentration, poor judgment or delayed reactions, thereby increasing the risk of road traffic crashes and putting innocent road users in danger.

He added that drug abuse among road traffic officers could also have serious consequences, as impaired judgment and reduced alertness could affect an officer’s ability to effectively perform duties aimed at protecting lives and property.

The lecturer stressed that when substances are abused, they can affect the brain, which plays a critical role in the proper functioning of the human body.

He therefore charged road traffic officers to maintain a drug-free workforce and ensure that drug abuse does not compromise their effectiveness on duty.

According to him, as road traffic officers, their responsibility is to save lives, protect property and contribute to safer roads, adding that the fight against drug abuse must begin from within before extending to the wider society.

In his vote of thanks, the General Manager of OYRTMA, Commander Ayoade Adeoye Kola, appreciated the NDLEA representatives for taking the time to educate and sensitise OYRTMA personnel on the dangers of drug abuse.

He charged the officers to take the message seriously and do the needful in ensuring a drug-free workforce and safer roads.

The General Manager further encouraged officers not to remain silent when they notice someone abusing drugs. According to him, “If you see, you talk,” stressing that one of the ways an individual can help is by speaking up and reporting the matter to someone who can provide the appropriate assistance.

He urged personnel to understand that reporting a drug-related concern is not necessarily about condemning the individual, but about helping the person access the right support and intervention.

The programme concluded with a renewed call for greater collaboration between NDLEA and OYRTMA, increased awareness, personal responsibility and continuous education on the dangers of drug abuse, particularly among personnel whose duties directly involve the protection of lives, property and the promotion of safety on the roads.

The Oyo State Road Traffic Management Authority (OYRTMA) has commenced the replacement of stolen manhole covers with durable concrete covers at strategic locations across Ibadan, in a move aimed at safeguarding lives and preventing avoidable accidents.

The intervention, carried out on Tuesday, August 11, 2026, at Apata, Ibadan, was supervised by the Chairman of OYRTMA, Major Adesagba Adekoya (rtd.), as part of efforts to address the dangers posed by open manholes and damaged sections of roads across the metropolis.

Speaking during the exercise, Major Adekoya said the intervention was part of the agency’s corporate social responsibility, stressing that OYRTMA’s primary concern was to safeguard the lives of motorists, pedestrians, Okada riders and other commuters.

He explained that uncovered manholes constitute serious hazards to road users, particularly at night and during rainfall, adding that the dangerous spot along Apata Road had reportedly contributed to accidents and exposed commuters to significant risks.

According to him, the decision to replace the stolen metal cover with a concrete alternative would provide a more durable solution while reducing the likelihood of vandalism and further theft.

Major Adekoya appealed to residents to desist from vandalising public infrastructure, noting that the removal of manhole covers does not only damage Government property but also puts the lives of innocent road users at risk.

He urged members of the public to promptly report cases of vandalism, uncovered manholes, dangerous potholes and other road hazards to the appropriate authorities for immediate attention.

Major Adekoya further assured residents that OYRTMA would sustain efforts to identify and address traffic-related hazards while working with relevant Government agencies and stakeholders to create safer road environments across the State.

The Area Commander, Oyo Police Force, represented by ASP Okphor Kingsley, commended the OYRTMA management for the intervention, noting that the initiative would contribute significantly to preventing accidents and protecting lives.

Also speaking, the Chairman of the Okada Riders Association, BCJ, Unit 3, Apata, Ibadan, Mr. Oluwadamilare Ale, appreciated OYRTMA for the timely intervention, noting that several lives had reportedly been lost in accidents associated with the dangerous spot.

He said the intervention had brought relief to residents, commercial motorcyclists and other road users who had been exposed to danger while navigating the affected section of the road.

The Oyo State Road Traffic Management Authority (OYRTMA), has intensified the enforcement of Governor Seyi Makinde’s Executive Order 002 of 2026 with the impoundment of 32 commercial motorcycles and tricycles operating during prohibited hours in Ibadan.

 The overnight enforcement exercise, led by the Chairman of OYRTMA, Major Adesagba Adekoya (Rtd.), was conducted between 10:30 p.m. and 5:30 a.m. on Thursday across major parts of the Ibadan metropolis.

 The operation targeted commercial motorcycle and tricycle operators found violating the Executive Order, which restricts their operations to between 5:30 a.m. and 10:30 p.m. daily.

 Speaking after the exercise, Major Adekoya disclosed that the operation covered key locations, including Agodi Gate, Bodija, University of Ibadan, Sango, Mokola, Dugbe, Ojo, Iwo Road, Challenge and Ring Road.

 He revealed that 22 commercial motorcycles and 10 tricycles were impounded for violating the Government’s directive.

 “The Authority remains committed to ensuring strict compliance, not only with this Executive Order, but also with other traffic rules and regulations across the State,” he stated.

 Major Adekoya commended the professionalism and cooperation of the security agencies that participated in the operation, noting that their collaboration contributed significantly to the success of the exercise.

 He further warned commercial motorcycle and tricycle operators to comply fully with the provisions of Executive Order 002 of 2026, stressing that enforcement operations would continue across the State  until total compliance is achieved.

 The Chairman added that the order was introduced in the interest of public safety, improved security and effective traffic management, therefore urged all transport operators and residents to support the initiative by complying with its provisions.

The Oyo State Road Traffic Management Authority (OYRTMA) on Thursday, 16th April 2026, received students from the Department of Transport Planning and Management, Oke-Ogun Polytechnic, Saki, Oyo State, on an educational visit to its Headquarters at the Secretariat, Agodi, Ibadan.

The visit was part of the institution’s academic programme designed to expose students to the practical dimensions of traffic management and road safety administration. During the visit, the students were taken through the operational framework of the Authority, where they gained first-hand knowledge of traffic control systems, enforcement strategies, and the critical role of OYRTMA in maintaining safety and orderliness on roads across Oyo State.

Officers of the Authority engaged the students in interactive sessions, offering valuable professional insights, sharing field experiences, and highlighting best practices in modern traffic management. The session also created an avenue for the students to ask questions and deepen their understanding of real-world traffic management challenges.

Speaking on behalf of the Authority, the Chairman, Major Adesagba (Rtd), commended the management of Oke-Ogun Polytechnic for organizing the visit. He described the initiative as a laudable effort toward bridging the gap between theoretical knowledge and practical application.

The Oyo State Government has trained no fewer than 250 Commanders and Ticketing Officers of the Oyo State Road Traffic Management Authority (OYRTMA) in a bid to strengthen ethical conduct, resilience, and effective traffic management across the State.

The training was held during a one-day seminar themed “Steadfast Service: Building Resilient, Ethical and Effective Traffic Management.”

The event featured a keynote address by the Head of Service of Oyo State, Mrs. Olubunmi Oni, who was represented by the Permanent Secretary, Service, Policy and Strategy, Office of the Head of Service, Mr. Taiwo Mustapha.

Speaking at the seminar, Mr. Mustapha described effective road traffic management as a critical driver of public safety and sound risk control.

He commended the leadership of OYRTMA for prioritizing capacity building, stressing that continuous training remains essential for improved service delivery.

According to him, “If you don’t train them, you cannot blame them,” describing the seminar as timely and commendable.

He also praised the choice of the seminar theme, noting that resilience is central to the success of any organization. While acknowledging challenges such as motivation concerns and workplace pressures faced by OYRTMA officers, Mr. Mustapha urged participants to rise above these constraints by developing both personal and institutional resilience.

He explained that resilience requires self-motivation, commitment, and dedication, even in challenging environments, adding that the workforce remains the most critical factor in determining the success or failure of any organization.

“The chairman and management may be doing everything possible, but if the workforce fails to actualize their vision, it will amount to nothing,” he said, describing officers as the backbone of the Authority.

The Permanent Secretary further emphasized the importance of ethical conduct, stating that public perception of traffic officers is shaped largely by their behavior on duty. He called for strict adherence to professional ethics in order to sustain public trust and guarantee effective service delivery.

Mr. Mustapha encouraged officers to maximize available resources despite operational limitations and stressed the need for collaboration with other stakeholders, particularly in addressing challenges such as malfunctioning traffic lights, which often generate public complaints directed at OYRTMA.

He also urged officers to embrace job satisfaction and contentment, noting that despite existing challenges, OYRTMA officers are better positioned compared to many others in the public service. He emphasized the need for ethical standards and professional discipline at all times.

Addressing management, Mr. Mustapha advocated for flexible and responsive deployment strategies, emphasizing the need for strategic traffic control across all parts of Ibadan, including weekends, while ensuring balanced personnel distribution.

Earlier in his welcome address, the Chairman, Oyo State Road Traffic Management Authority, urged officers across the State to embrace resilience, ethical conduct, and professionalism in the discharge of their duties.

He described the officers as critical change agents within the Authority, stressing that their participation in the seminar was pivotal to achieving institutional progress and improved service delivery.

According to him, the seminar theme was a deliberate and urgent call to action aimed at addressing the realities of modern traffic management, including congestion, infrastructural gaps, motorists’ behavioral challenges, and the pressure of operating under constant public scrutiny.

“We cannot rely on old paradigms,” he said. “We must be resilient to withstand pressure, ethical to command public trust, and effective to deliver tangible results.”

The Chairman explained that the seminar was structured into four modules designed to strengthen professionalism within the Authority while the first module focused on leadership, command responsibility, and discipline, emphasizing accountability and exemplary conduct.

The second module addressed ethical conduct, integrity, and public trust, particularly for ticketing officers who interact directly with motorists, described integrity as the most important badge of an officer, warning that public trust, once lost, is difficult to regain.

The third module centred on psychological resilience, stress management, and emotional regulation, acknowledging the mental demands of traffic control duties noting that resilient officers are more effective, compassionate, and safer in their operations.

The final module focused on operational effectiveness, technical competence, and quality service delivery, encouraging officers to embrace innovation and see themselves as facilitators rather than obstacles to the public.

He further described the facilitators at the seminar as catalysts for institutional transformation across OYRTMA units and formations, charging participants to actively engage in the sessions and apply the lessons learned beyond the seminar.

In his address, the resource person, Mr. Kayode Ogundeji, described the training as a continuous capacity-building exercise aimed at enhancing professional effectiveness. He noted that learning remains a lifelong process, especially in the face of rapid societal and global changes.

According to him, the programme was not an indication of incompetence among participants, but an opportunity to improve existing skills and adopt new approaches for better outcomes.

In his goodwill message, the General Manager, Oyo State Road Traffic Management Authority, Mr. Adeoye Adekola, urged participants to prepare themselves mentally, remain attentive, and fully embrace the knowledge to be shared, expressing confidence that the seminar would be impactful.

Earlier, the Chairman, Oyo State Civil Service Commission, Alhaji Kamorudeen Aderibigbe, admonished the OYRTMA Chairman to recruit more marshals to enhance operational efficiency across the State.

Mr. Adeyemo Adeyemi was arraigned before the Mobile Court (Tribunal) for obstruction of duty and assault on traffic officers while officers of the Oyo State Road Traffic Management Authority (OYRTMA) were lawfully on duty.

The incident followed the arrest of a commercial bus for traffic obstruction. The driver diverted the arresting officer to a motor park and abandoned the vehicle. The officer subsequently called for backup support to tow the vehicle in line with operational procedures.

During the process, Mr. Adeyemo Adeyemi, alongside others, allegedly confronted officers with weapons and forcefully resisted the towing of the vehicle. He was also reported to have engaged in a struggle involving a firearm with a police officer before security operatives of the Oyo State Rule of Law Enforcement Authority (OYRLEA) intervened and restored order.

Following his appearance before the tribunal, Mr. Adeyemo Adeyemi was asked to pay a fine of ₦60,000. He was informed that failure to comply with the payment would result in his remand at the Agodi Correctional Centre in accordance with the law.

OYRTMA strongly advises members of the public to cooperate with traffic officers and refrain from any form of violence or obstruction. Assaulting or interfering with law enforcement officers is a serious offence and will be prosecuted.
