The Oyo State Road Traffic Management Authority (OYRTMA) has launched an Enlightenment Centre, specifically for traffic violators.

The OYRTMA chairman, Major Adesagba Adekoya (rtd), announced this in Ibadan shortly after engaging some traffic violators apprehended on Wednesday.

Adekoya said the centre aims to educate individuals who have broken traffic rules in the State through screening of accident documentaries, providing them with necessary knowledge and understanding to avoid future violation and promote safer road practices.

Adekoya said the daily exercise is aimed to educate traffic violators about the consequences of driving or riding against traffic rules, maintaining that it’s crucial to continue educating them about the dangers of violating traffic rules.

He asserted that the agency’s role goes beyond processing traffic offenders for fines or judicial proceedings, “as we value compliance at this agency.”

“That is why we established this centre to enlighten offenders about dangers of violating traffic rules and regulations,” he said.

He further stated that most offenders, after the enlightenment, “will pledge not to violate traffic rules again, having seen the dangers including amputation, dismemberment, and even death.”

Adekoya further stated that tickets would be issued after the documentary exercise, and offenders would face the tribunal, which would determine the penalty, “because we have embedded fairness into our system, adhering to the rule of law”.

He emphasised that the exercise is conducted daily since the agency operates between Monday and Saturday.

The chairman urged all motorists and other road users to always obey traffic rules, stressing that obedience is more important than sacrifice and that the agency prioritise compliance over fines.

Some offenders, who spoke with newsmen, said they learned valuable lessons from the accident documentary they watched.

A commercial driver, who identified himself as ‘Kampo’, said the documentary taught him the importance of road signs and traffic lights.

He vowed never to take unnecessary risks while driving.

A commercial tricycle operator, John Eniafe, said that the accident documentary made him realise the usefulness of side mirrors and promised to apply the lessons learnt.

The Oyo State Environmental Mobile and Tribunal Court has convicted 13 individuals for operating unlicensed diesel sales businesses along the Toll Gate axis of the Lagos-Ibadan Expressway without permits from relevant regulatory authorities.

Each defendant was fined ₦200,000 or, in default, faces a five-year prison term for engaging in hazardous waste-generating activities in violation of the state’s environmental laws.

Delivering judgment at the premises of the Oyo State Road Traffic Management Authority (OYRTMA), Ibadan, Presiding Judge, Barrister Jubreel Adio, noted that the sale of diesel and petroleum products without proper authorization poses significant environmental and safety hazards and attracts serious penalties under Oyo State Environmental Laws and Regulations.

“The defendants admitted to operating without the necessary approvals and pleaded for leniency. However, ignorance of the law is not an excuse,” the judge said

While the standard penalty for the offense is ₦5 million or a five-year prison term, the court exercised discretion, considering the offenders were first-time violators and appeared to be ordinary traders. A reduced fine of ₦200,000 was imposed on each as a warning.

“Let this serve as a deterrent to others. Should any of the defendants reappear before this tribunal, they will face the full weight of the law without leniency,” Barrister Jubreel warned.

As part of a goodwill arrangement, community leaders Alhaji Olalere Taiwo Hassan and Mr. Saheed Folarin volunteered as sureties for the convicted individuals. Alhaji Hassan deposited the vehicle documents of his silver 2006 Toyota RAV4 (Registration Number: LLD 587 JQ) as collateral. The documents will be held by the Ministry of Environment until all fines are fully paid.

The presiding judge further emphasized that the sureties would be held liable should the fines remain unpaid.

He concluded by reiterating that the tribunal’s purpose is not to punish unnecessarily but to enforce compliance, safeguard the environment and ensure public safety.

We’ve previously fined similar offenders up to ₦1 million each. This court is not an avenue for extortion, but to uphold the law. Today, you’re fortunate. Next time, you may not meet a lenient judge,” he said.

The Oyo State Road Traffic Management Authority (OYRTMA) has introduced an Online Public Complaint Channel to enable members of the public to report grievances, provide feedback, and offer suggestions on the conduct of OYRTMA personnel.

The platform, accessible via https://complaint.oyrtma.com, allows citizens to submit complaints anonymously or with their identities, ensuring ease of reporting while maintaining confidentiality.

In a statement issued and made available to Media in Ibadan, the Executive Chairman of OYRTMA, Major Adekoya Adesagba (rtd) emphasized that the initiative aligns with the agency’s commitment to transparency, accountability, and improved service delivery.

“This platform empowers the public to hold OYRTMA personnel accountable while providing us with valuable feedback to enhance our operations. Every complaint will be treated with urgency and confidentiality,” the Chairman stated.

According to him, the key features of the complaint Channel will be Report misconduct by OYRTMA Officials; Submit reports by OYRTMA Officials; Submit reports anonymously or with a disclosed identity;Secure and user- friendly interface.

OYRTMA encouraged all residents, motorists, and stakeholders to utilize this platform to ensure a more efficient and professional traffic management system in Oyo State.

On Friday, July 11, the Chairman of the Oyo State Road Traffic Management Authority (OYRTMA), Maj. Adesagba Adekoya (Rtd), led a joint operation for the removal of shanties and illegal structures along the Tollgate axis of Ibadan.

The operation was conducted in collaboration with the Executive Assistant on Security to the Governor, Special Assistant on Security, Head of the Taskforce on Rule of Law, Nigeria Police Force, Operation Burst, Amotekun Corps, Environmental Officers, and the Oyo State Park Management System.

The enforcement team dismantled roadside shanties and cleared unauthorized structures and occupants from the area.

The Chairman stated that the exercise will continue across the State and announced that subsequent operations will involve Mobile Courts in line with the Rule of Law. Anyone arrested will be immediately charged to court.

He reaffirmed the Government’s commitment to maintaining order, public safety, and environmental sanity through coordinated, lawful enforcement actions in all parts of Oyo State.

Advocacy and Sensitization Operation at Ogunpa Market Axis

In a bid to restore order and ensure the free flow of traffic in the Ogunpa market axis, a coordinated advocacy and sensitization operation was conducted under the leadership of the Chairman of Oyo State Road Traffic Management Authority, Maj. Adesagba Adekoya (Rtd.), alongside the General Manager, Commander Ayoade Adeoye, and in collaboration with notable market stakeholders.

Present at the operation were Iyaafin Qudirat Aloba (Iyaloja General, South West), Olugbenga Olumide Atitebi (President, Ogunpa Central International Market Traders Association), and the President of First Gbagi Ogunpa Market. The focus of the operation was to engage with traders and motorists occupying roadways illegally—trading and parking in areas not designated for such activities.

All affected traders and vehicle owners were given a two-week ultimatum to comply with the directives of the market committee by vacating all road encroachments and returning behind the marked boundary lines. The officials emphasized that this measure is not only to decongest the roads but also to ensure safety and lawfulness within the market environment.

The leadership made it clear that any form of defiance after the grace period will attract full enforcement actions, in line with the Rule of Law. The next phase of the operation will be strictly enforcement-based and will no longer be friendly, he said.

Furthermore, the Authority warned that any individual or group found obstructing the operation—including violent resistance—will be arrested and charged directly before the tribunal court.

This exercise was carried out in conjunction with the Ministry of Environment, Amotekun Corps, Operation Burst, and other relevant agencies.

The public is hereby urged to cooperate with the Government as we work towards a cleaner, safer, and better-organized market environment for all.

The Oyo State Government has reaffirmed its commitment to enforcing the QR code-embedded jacket policy for commercial motorcycle (Okada) riders, following a surge in criminal activities involving unregistered operators.

A statement issued on Saturday by the Chairman of the Oyo State Traffic Management Authority (OYRTMA), Major Adekoya Adesagba (rtd.), stated that the Government will intensify enforcement and public awareness campaigns to ensure compliance.

He said the directive, reinforced by the Office of the Governor through the Senior Special Assistant on ICT & E-Governance, Mr. Adebayo Akande mandates OYRTMA to intensify enforcement and public awareness campaigns to ensure compliance.

The policy, introduced in November 2023, requires Okada and tricycle operators to register under the State Residents’ Registration Scheme.

Despite initial provisions of free QR code Jackets, compliance has remained low, emboldening criminals and leading to increased Okada-related crimes.

He said recent incidents include: Armed robbers on an unmarked motorcycle snatched a trader’s earnings at gunpoint in Bodija Market.

Adesagba added that a passenger was robbed by a fake Okada rider in the Challenge Area, recently.

“A kidnapping attempt was foiled after locals reported suspicious riders without QR code Jackets on the UI-Agbowo Axis”, he added.

The QR code jacket system offers several benefits, including real-time rider verification, crime prevention, emergency tracking, and increased passenger trust.

Enforcement Measures:

– Daily raids and impoundment of non-compliant motorcycles

A devastating accident occurred on the Sanyo Expressway today, June 24, 2025, at approximately 8:00 am. The accident was the result of brake failure in one of the vehicles involved triggered the accident, which claimed the lives of four individuals.

The accident involved five mini vehicles and five trailers. Interestingly, a slide traffic incident had occurred on the expressway before the fatal accident, caused by a trailer with brake failure.

The Oyo State Traffic Management Agency (OYRTMA), police, and road safety personnel are currently on the ground, working to control traffic and manage the situation. Further updates will be provided as more information becomes available.

A Cab star vehicle with plate number GMD 284 XA, White carrying cows, was involved in a lone, serious accident at Bus Stop Gate, Ibadan. The vehicle lost its brake while descending and unfortunately rammed into the traffic light pole, resulting in severe damage to the traffic signal system.

OYRTMA staff are managing the traffic and Rescue has been contacted.

…Urges Strict Compliance with Traffic Rules

The Oyo State Traffic Management Authority (OYRTMA) has condemned reckless driving of a one-way tricycle rider, who’s excessive speed led to a serious accident in Ibadan, leaving a passerby, Oladayo Adisa seriously injured.

In a press release by the Chairman, OYRTMA,  Major Adekoya Adesagba (rtd.), on Sunday, the incident occurred while the victim was attempting to cross the road.

Adesagba strongly condemned the reckless driving of the tricycle rider who violated traffic laws by driving against traffic near a petrol station on Thursday morning.

The incident resulted in Mr. Oladayo Adisa sustaining serious facial injuries.

Maj. Adesagba expressed deep concern over the rising trend of one-way driving, describing it as a dangerous menace that poses significant risks to public safety.

He noted that despite continued efforts by the Oyo State Government to curb such traffic violations, some road users persist in endangering lives through their negligence.

He said, “Mr. Adisa was caught off guard and sustained severe injuries due to the carelessness of the tricycle rider,” he said. “The Government will not tolerate this reckless behavior. We will continue to enforce traffic regulations rigorously to ensure the safety of all road users.”

According to eyewitnesses, the rider showed no remorse and claimed he lacked the funds to assist the injured man.

The manager of the petrol station and OYRTMA officers who arrived promptly at the scene, rushed Mr. Adisa to a nearby hospital for urgent medical attention.

Upon regaining consciousness, Mr. Adisa commended the prompt response of the OYRTMA officers and the station manager. He remarked, “If OYRTMA catches any rider taking one way, they should not release them until they are taken to court.”

In a separate incident, a TVS motorcycle with registration number LUY 306 UT was involved in a tragic accident at Agbarigo, Mokola, Ibadan, leading to one fatality and two injuries.

OYRTMA’s rescue team promptly transported the victims to the Oyo State Hospital at Ring Road, Ibadan.

During the rescue operation, OYRTMA officials recovered the victims’ personal belongings, including a bag containing a significant amount of money, which was later returned to the family  demonstrating the agency’s commitment to integrity and public service.

Major Adesagba praised the Oyo State Government for its ongoing efforts to enhance road safety and reduce traffic-related hazards.

“We appreciate the Government’s dedication to protecting lives and property. OYRTMA remains fully committed to supporting these initiatives and ensuring that traffic violators are held accountable,” he said.

He concluded by urging the public to cooperate with traffic officers and strictly adhere to traffic laws to avoid further tragedies.

“Together, through shared responsibility and collaboration, we can make our roads safer for all,” he stated.
